26 Nov 98Borough of Poole Praised for Quality of Social Services
Department of Health Social Services Inspectorate has just published a very positive report of Poole's first year of Social Services.The inspection took place in July this year and looked at the overall organisation and delivery of Social Services in Poole. Poole was chosen because, as a new Unitary Authority, it stands out due to its radical structure of Policy Directors and Service Units rather than the traditional Social Services Department. It was part of a national inspection of local authorities which looked at four local authorities in the UK, all with radical structures.
In their overall assessment, the inspectors found Poole's structure to be very positive, leading to many advantages such as improved communications, reduced management costs etc.
'The Council was aiming to provide all services through a 'community governance' corporate approach...the expectation was that all services would work together, whenever necessary, to provide the best outcome for the quality of life of the residents of Poole. It was clear to us that the Council had succeeded in establishing such a culture at all levels in social services,' said (Extract from report).
Poole's approach has also led to positive joint working with organisations such as Dorset Health Authority, Dorset Healthcare Trust, Poole Hospital NHS Trust and Dorset Care Association.
Cllr Mrs Jane James, Chair of Social Services Committee said,
'I'm particularly proud of this achievement because it demonstrates the effort that has been invested in establishing social services in the new Authority. An inspection is a challenging process to go through at any time, so it is particularly pleasing that Poole's approach has been acknowledged as a success.'

'The enthusiasm that staff show whilst working under what are sometimes difficult circumstances is impressive. They have shown commitment to their work and to the people using our services during this period of change. Both Councillors and senior managers now need to address the impact this has had on staff and how we can help support them.'
