Children's Trust For Poole

Children's Trusts are a response to the inquiry into the death of Victoria Climbié, which highlighted the need for agencies working with children to work together and communicate better, and to share relevant information.

Section 10 of the Children's Act 2004 lays a duty on the local authority and partner agencies to co-operate to improve the safety and well being of children and young people, and extends the power to pool budgets.

By 2008, local authorities are required to have in place arrangements which produce integrated working at all levels from planning through to delivery, with a focus on improving outcomes and shifting from intervention to prevention wherever possible.

The 4 key components which underpin these developments are shown in the DfES 'Onion' - with the child or young person at the centre.

  • Integrated Governance arrangements with clear accountability.
  • Integrated strategies including a planning and commissioning framework.
  • Integrated frontline services - through locality work, Children's Centres and Extended Schools, and increasing preventative services.
  • Integrated/common processes to underpin joint working - through Information Sharing and Assessment, Common Assessment and Lead Practitioners
